I'm curious who you are referring to in your last post about upgrades. I'll leave it at curiosity.
Every organization or group has a set of criteria, rules, or guidelines for how they do things. I'm sure at school there are interesting criteria for teaching requirements, pay raises, that you deal with. Do they all make perfect sense? By that I mean do they make sure the broader goals of education are fulfilled?
I would guess sometimes not. I know at my college there are some odd incentives for students and profs that hurt learning rather than help (but for the most part the rules are good)
This is a long way to say that guidelines and rules exist to formalize the process and make it fair. They do not, however, always, fit with the goals of the organization.
This is why upgrading is official's discretion. Some can prove their worth without getting all the points needed in USCF. Or as you show, maybe deserved to get downgraded.
Thus, I think everyone should strive for their best performance and that is to upgrade. There are too many riders that sandbag around in the lower categories because they are comfortable or winning some measly cash. A quote from unnamed sandbagger "we are going to wait to upgrade until after memorial day so we can win some money"
Plus, racing 1/2 is just more fun.

While I agree with your Post Sean, is that at least in the state of iowa, the guidelines don't count for too many races.
If the rules were adhered to strictly, very few people would be able to upgrade at all.
If I am allowed to speak for him, I think his point was to tell all the people that would send Rick Paulos anonymous emails demanding that TT be upgraded to kiss his ass!!!
